The Engish are always stereotyped that way because that's how their (your?) accent sounds to us - refined, sophisticated, elegant maybe, but also not masculine or threatening at all. I would say that it "just sounds that way" not solely because of the stereotype itself - its just the contrast between british pronunciation and american, on some level at least.
